Bluetooth - Other Devices Spinning

I have devices connected on my Bluetooth, (iphone 12 Promax) and I tried to connect a new device and it would not pair. The wheel next to "other devices" is just spinning. The new device never showed up on the phone. I have tried everything to reset the bluetooth and want to know if my only options are the resetting options (network or phone). All of the simple fixes have not worked. I have even removed some of my devices and it will pair them back but the spinning wheel won't go away and it won't pair any new devices. I just did the software update and this did not fix the problem either.
