payment method declined

whats wrong with my phone or apple id.... my app id declined my payment, when i touch with my bank thay told me evrything is fine from bank side but last 6 to 7 month my apple id dosent accept my payment ... but other side evry domestic and international website and online shopping sites accept my debit card
