iPhone 13 pro GPS is not working

my iPhone 13 pro GOS is not working all the time! While Apple Maps doesn’t show you that the GPS is not working, but if you use Waze, it will show you that there is 'no GPS'. I called Apple support, they went through all the troubleshooting steps, even changed a new phone, the same problem came back again, now the Apple support says they can’t do anything for me, it the the Satellite issue, that is not true, when I use other phone than iPhone 13 pro, I never had this problem. Does anyone have a solution for that?
