Face recognition lost after turning iphone off

Now when I try to set it up again it keeps saying move phone higher then lower

or your face is out of view

Why is my iPhone face recognition not recognizing my face? My iPhone face recognition has worked fine for two years. Now suddenly it won’t recognize my face.
