Rearranging folders on iPad with iPhone as same groupings
How do I get my Apps on my iPad 2 to be grouped in the folders as on my iPhone?

The Home Screen App folders and App icons are not automatically synchronised between devices. If you want to have the same App grouping by folder, you’ll need to manually arrange them to be the same.
