Check Settings > Screen Time > Always Allowed > make sure there is nothing restricted.
Check Settings > Screen Time > Content & Privacy Restrictions and make sure nothing is restricted.
Reset the Watch
Make sure you are using the latest watchOS update and iOS update
Make sure your watch is set to mirror iPhone in the Watch app
