Voice Memos crash: it takes 16.78 TB, cannot backup

I notice the Voice memo app stops working (record stops unexpectedly). I tried to fix it by deleting the app and reinstall it from App store. Now the Voice Memos app even cannot open. From iPhone Storage it shows Voice Memos take up 16.78 TB. The system must have been corrupted.

I then want to backup it through itunes. The backup takes forever and never succeed.

Is there any way I can get the Voice Memos app and backup working? I cannot restore / reset the phone because I don't have the backup.
