I can’t download back my Apple Music after changing my device
This device cannot be
transferred.
This device must be linked to your
Apple ID to play content saved offline.
This device is already linked and
cannot be transferred for 14 days.

Try Apple Support
Go to Settings > [Your Name] > Media and Purchases, sign out and back in. Go to Settings > Music and turn on Syncing.
