Iphone Storage Full - System Data

I have a 64GB iphone XR. 42.03GB of this is system data and now my storage is full. My photos go to the cloud, I have cleared all apps that I no longer need, I have deleted recently deleted videos and photos, I have cleared my cache and restarted the phone (Not reset). And now its saying I need to update my Apple ID settings, but its not recognising my ipad passcode (I enter my Apple ID on my iphone - fine, I am then asked to enter my passcode for the phgone which I enter on my phone - OK, and then it asks for my iPad passcode which I enter but it says is incorrect? I know its right as I opened the iPad up with it). What on earth is going on?.....

Thanks for posting in Apple Communities, we’d love to help provide some guidance to help you with updating and for the issue you have for the passcode saying it is incorrect. For the password, if this is correct and matches the correct device this should be successful and if not, you will need to follow the steps in If you forgot your Apple ID password - Apple Support. For the system data taking up this much storage, this is not expected behavior, and if you are on the latest iOS update available, you'll want to reach out to Apple Support.
