got a used ipad and cant set it up or activate it due to not knowing apple id and password it is associated with

What Niel said- Activation Lock cannot be removed by anyone except the original owner. The old owner needed to follow these instructions before selling it - What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch - Apple Support
