How do I delete a network from my iPhone 13 when there is no "forget this Network" option?

"Forget This Network" only appears if you have previously connected to that WiFi network. It tells your iPhone to stop automatically connecting to it when it is in range.
If you are asking how to make a particularly WiFi network never show up in your network list, you can only do so by physically moving away from the location where that network is available.

Are you using a device with a mobile device management configuration profile loaded?
Settings > General > VPN & Device Management
If so, you'll either need to remove the associated profile, or check with the IT organization that loaded the profile.
