Apple has the page Certified Refurbished Products in which is mentioned that refurbished products come with the standard one-year warranty. In addition, at the foot of the page is a link to AppleCare+. This link is labelled AppleCare - Service and support for your refurbished Apple products.
This is reiterated in Why Refurbished? with another link to service and support information.
When you ask about "elsewhere" what do you mean? Buy your Apple product from an Apple Store or an authorised Apple reseller.
