Apple accounts in two countries

I live in Australia but visit France for three months each year. I have an iphone11 with an eSim so I can have two phone accounts One French and one Australian. However I cannot access certain French apps because my Apple Store is in Australia. Ie I need the Orange app to manage my phone account but can’t download it because it’s not there.

can I have two Apple ids on the same phone and merge apps?

You can only use one Apple ID at a time in the App Store/iTunes. You can change which Apple ID you have signed into the App Store/iTunes if you want. If you want to log in with the French ID and use the App Store/iTunes for France, you need a valid credit card issued by a bank in the country the store is in and you need a billing address in that country. Once the app is downloaded, you should be able to use it even when logged into the App Store/iTunes with the Australian ID.
