iPhone stuck with apple Icon

My iPhone XR is stuck with the apple icon.. Can you provide a solution?

What was I doing when it happened?

I was using email and suddenly the email was acting strangely - when clicked on message it just flashed, so I closed out of email and tired to turn the phone off & on. Then got the apple icon - which will not go off

What I tried:

(1) Normal shutdown

Result: worked 1x but as soon as powered up it went to icon again & now will not power off

(2) Pressing volume buttons and right button sequence

Result: not working. - sill showing apple icon

Is there another way to by pass and get phone working again?
