This is Apple's latest Fitness Plus announcement:

Apple Fitness+ is bringing inclusive and welcoming workouts and meditations to 15 new countries on November 4

Apple Fitness+ is coming to 15 new countries on November 4 - Apple (SG)

So, not yet, you can send feedback to Apple, see -> Product Feedback - Apple
