For Apple TV 4K model, you will need the assistance from Apple. Users can’t restore this model themselves externally.

If you have an Apple TV 4K

If you see a […] flashing indicator light on the front of your Apple TV, contact Apple Support.

If you can still access the menus, then you can Reset and Update, for the same effect as a restore.
