Can iDrive be avoided but allow iCloud storage?

When creating files, folders, documents on a Mac computer, can iDrive be disabled to avoid sending them to iCloud backup storage?

The purpose is to avoid auto download that fills needed space on the computer when desktop files are deleted, and it would allow the individual user to decide which files, folders, documents should be sent to backup in iCloud.

The problem is documents in folders intended for backup that were stored in iCloud with no auto download prior to OS Monterey are now auto downloaded to the updated computer. The computer drive space gets filled and there seems to be no way to stop it.

The problem seems to be with iDrive. As the user, I want to determine what gets downloaded and when iDrive should be engaged. Are these options o longer available?

Thank you for your helpful reply.

Since upgrading to Monterey OS, something seems to have changed in how iCloud iDrive sync was implemented since the auto-download of document does not occur in my Macs with previous versions of Mac OS. In Monterey, when space on my desktop Mac is cleared iDrive downloads previously deleted documents indiscriminately until available space no longer exists and computer function grinds to a halt. Blocking the document sync function of iDrive has been the only way for me to reclaim use of my Mac. Setting up backup to an external drive and reducing my paid iCloud space seems like the most workable option.
