It seems that it may be an export setting but I can't get any exported jpeg to be imported into Photos, which is very strange because Preview has no trouble with it at all.

Check the colour profile you are exporting from affinity with. Start with SRGB, and try with that. Photos is fussy about colour profiles.
I’d expect adobeRGB to be fine also - but start with SRGB to eliminate any other issues.

Thanks for the reply @TonyCollinet. I've tried everything - sRGB, adobeRGB, Apple RGB... I notice that Affinity is 16 bit so I tried 8bit RGB, I tried removing both metadata and ICC even. Nothing works. Also tried share from Affinity to Photos and that did not work either.
