AirTag Search & Signal issues

New AirTag paired with iphone 13. In spite of strong cell & wifi signals, repeatedly receive message "Searching for Signal" & "Connected Signal is Weak." The AirTag can't be located until I'm 13 feet away, & even then the app points me in the wrong direction. If I didn't know where the AirTag was, & in a completely quiet environment, I'd never find it. I've changed the battery & that didn't help. Faulty AirTag or this is as good as it gets?
