I'm not familiar with the hardware construction of the MacBook 14", but if it's anything like the MacBook Pro 2016-2020 models, the haptic motor for the trackpad is underneath the trackpad itself.
You should be able to adjust the sensitivity of the trackpad by going to: System Settings > Trackpad > and look under 'Click' (as of MacOS 12.5 Monterey). Underneath is a slider where you can adjust the intensity of feedback.
In my experience using applications like 'BetterTouchTool' where you can further customize the haptic feedback sensitivity, it can get intense to the point where it feels like it's coming from underneath the Touch Bar (MacBook Pro 2020 M1). I imagine to feel it on the palm rest sounds normal if your feedback level is high enough.
