Please see the screenshot. Here we have just copied files to an empty external drive and some files are showing as grayed out. They also have a circle icon with a circular arrow inside it. What does this mean?

The me, it means the files are either Syncing or in the process of coping to the Destination location.
We initially copied the files in the Finder. When these grayed out files started showing up, we cancelled the copy and recopied everything using a program called FreeFileSync. The resulting screenshot is after it completed.
So since the user knows what Application is involved, what it was doing or has done, what does the user believe the described icon represents ?
Personally do not use this application but when I move large volumes of files to iCloud, the sync process often times presents a similar type of icon, until it has finished
