iMessage Read Receipts

In searching, it seems this is a bug that pops up occasionally, but I can't find any definitive resolution. I have toggled the setting multiple times as well as multiple restarts of the phone, but this is not fixing the issue. I've included a couple screen captures to help demonstrate the issue.

that means the recipient has it enabled not you.
