after upgrade to IOS 15.6 on Iphone13 Pro Max and iwatchOS 8.7 on Series 7

ERR0093-WS Unable to configure cellular network on a watch

also get same error if I click on Wi-Fi Calling - Emergency Address

attempted re-paring watch

attempted turning off and on WifI callling

attempted rebooting both watch and phone

attempted removing and reinserting sim card

also tried reset - cellular service
