We'd be happy to help out. Sounds like a connection issue preventing your from seeing your iCloud Photos on your iPhone or iPad.
To get started, be sure that both your iPhone and your iPad are connected to a reliable Wi-Fi network. If you have any issues with getting online after connecting, you may need to restart your modem/router and test things out further. Also, if Low Power Mode is enabled on either device, be sure to disable as this will prevent your devices from syncing with iCloud.
