if i pay fpr applecare monthly can i cancel
if i pay monthly for applecare would i be able to cancel it? or am i oblagated to pay it for the full 2 years?

You can cancel at any time. Link-> Cancel or change the payment method for your AppleCare plan - Apple Support
You are not obligated to pay for it for any length of time. Do note, that once you cancel it, you cannot start it up again.
