Max volume control on iOS devices

Can Apple add parental control of max volume on Apple devices when not using headphones? I have an autistic child that blasts the volume at full capacity. There is a large community of special needs that uses iPad for communication. Parents of special need children already go through enough. We really don’t need anymore unnecessary struggles because Apple decided to take away a feature that was once there.
