Because AppleCare+ is an extended warranty. Warranties cover manufacturer defects and errors, not loss or theft.

Insurance covers loss or theft, and “AppleCare+ With Theft and Loss” (AppleCare Products - iPhone - Apple) covers loss through a partnership with an insurance company. Apple is not licensed to sell insurance (it is a regulated industry) and so must (and has) partner with an insurance company to offer that specific package. Unless you purchased that specific package, the warranty nor the extended warranty cover loss.

If you recovered the device and it is destroyed due to water damage, then water damage voids the warranty. However, AppleCare+ has optional accidental damage claims that can be made for water damaged devices for a reduced out of warranty replacement fee.
