when i open an app that uses pictures from my gallery it will ask me access to an album and i’ll press confirm which will lead me to setting and access of that app. the photos button to allow the access does not come up for some reason. i really need help with that.

You may have Screen Time Restrictions set to ON. Double check the following setting.
Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ (Under Privacy) ➔ Photos : Set this to ALLOW
