You might not be able to update your iPhone model using Cellular. So, do so using WiFi, or Ethernet on a computer.

Back Up First:

IMPORTANT: If you have an option to update, however, then be certain you backup your iPhone first. That way, you will have something to restore your iPhone from should anything go wrong with the update.

Anytime it says this for me usually if I put the phone in airplane mode and wait 10 seconds and turn it back on it works. Other than that you could reset your router for your home network and see if that helps.
