Missing iPhone was returned to owner

My iPhone se 3rd gen and my iPhone 11 were stolen about 3 months ago I have gotten both iPhones back my iPhone 11 is working great but my iPhone se isn’t working because the insurance company or apple put a freeze on the iPhone se I can use the iPhone 11 but when I reported the phones stolen the iPhone 11 had not been activated yet and the iPhone se 3rd gen had been activated The se I was told by the insurance company apple that it could never be activated again but I didn’t understand if it means ever or just while it was still missing so who should I contact or what should I do I to get my se 3rd gen activated to get the lock off of my phone do I contact apple or who please don’t want to throw away my phone and not. Be able to get another because I was told by the insurance company that I had to pay like a 200 dollar deposit before I can get another phone but who can afford this and the iPhone it’s self is just 400 and some change please help
