I cant fetch new data from my iPhone 11 for my iCloud email account???

You cannot access any data if the phone will not turn on.
You can access your iCloud data from any device by signing into iCloud.com
If the only Apple device you own is the broken phone then you cannot receive 2 factor auth codes, so you will just have to arrange a repair or contact Apple Support.
Always add other trusted phone numbers in appleid.apple.com to avoid this in future.
