My iPhone SE will not register touch and I can access it

Is this a brand new iPhone SE that has never had a screen replacement by a third party? I ask this, because if an iPhone SE has had the screen replaced and the Touch ID isn't the original, then you will not have that option available to you. Ever.
The Touch ID is linked to the phone and not having the original in the iPhone will cause the option for Touch ID to be greyed out in the settings.
