You need to set up Text Message Forwarding on your iPhone.


How to forward SMS/MMS text messages from your iPhone to your iPad, iPod touch or Mac - Apple Support


If you have non-Apple smartphone, you are limited to messaging only iPhone/Mac users from your Mac via iMessages.
