FWIW, restarting or shutting down for 30 seconds is the equivalent of resetting the SMC on Intel Macs. As I mentioned, there is no NVRAM on M1 & M2 Macs, so there's nothing to reset.
M1 & M2 Macs have no NVRAM to reset.
Don't use the command line to clear the NVRAM on an M1/M2 Mac as I've seen a couple users post on here that bad things happened to their M1/M2 Macs.
If you have an Intel Mac, then please give us the exact model of the computer which you can get by clicking the Apple menu and selecting "About This Mac". I have found some USB-C Intel Macs can be very difficult to get the PRAM reset.

A Restart effectively performs this action " nvram reset " from what I have read from more Learned Colleagues and specific to Apple Silicon Computers
