My wife gets gift cards from the family to buy game credits….these funds (once activated) used to be separate from credit card billings for iCloud storage
Now it seems Apple debit the store credit account first to pay for iCloud storage.Then if nil balance they debit the CCard. Is there a way to pay for storage separately via CCard?

Apple will always charge your Apple ID balance (which includes gift cards added to your balance) before they charge your credit card. That cannot be changed. See this for more information.
