Storage full - I phone 13 Pro stuck on apple logo during forced restart

The storage on my 13 Pro is full and wasn't allowing me to remove recently deleted videos/photos. When I tried to force restart it, it got stuck on the apple logo. When I try to 'update' using itunes, I get error 1110 (no space to update). I see in the community discussions that many others had this issue. Hopefully apple has been able to come up with a solution by now to help users overcome this issue without losing their data?
