If my I-phone is backing up my contact, then why can't I see it on my laptop (windows)

Open contacts app on your iphone - push on the left upper corner "Groups" and uncheck "All icloud" & "iPhone" - if available

• now tap on "Done"
• now see if you have all your missing contacts displayed - if yes :
  • you have a different cloud account for contacts sync e.g. gmail, yahoo, aol, outlook an so on :-/
  • you need to move the contacts from this different cloud sync to icloud contacts
    • normally done with export contacts from ... to import contacts to icloud.com (google it)
