You cannot sign In with gmail when you're account is not setup with gmail.
Is there a button Sign In with Apple in tik toks android app? If not, Sign In with Apple is not supported by TikTok on android. Then you will need to create a new account
Clarification question - if it won't open with Gmail, why do you want to transfer iCloud to Gmail?
