iTunes on my iPad

It seems to me that there should be an iTunes version that iPad users should have received preloaded on there iPads or at least a version that could be able to download. Yet...I'm unable to find it. With everything else that came on my iPad Air 5, I thought iTunes would be there as well. Seems like a no brainer to me. Preload the app and sell them the music. I can't believe that many have this concern. Got have any ideas?
