At one point, Apple was using the following as the default home page:
That still works. In Safari > Preferences > General, You can set to that, set to blank for none, or can set to the current webpage.
Safari Preferences > General. then change BOTH "New windows open with:" and "New tabs open with:" to "Start Page"
Enable Guest account and check what the defaults are. Then disable Guest account, if needed.
I prefer empty startup pages:
I assume you are using a Mac? Just create a new user account on your Mac and the new account will have default settings.
