Transfer music to new iPhone 13 pro

I am having problems with transferring my music from my old iPhone XR onto my new iPhone 13 pro, all of my music files don't seem to have transferred over yet I have backed the old phone up to my iCloud account, am I right in thinking I now have to subscribe to music or iTunes to get my "old" music files or is there a way I can just copy all my files onto my new device, apologies if this has been discussed or answered before but I just can't seem to find any solutions,

Did you subscribe to Apple Music in the past, using your iPhone XR?

If yes, you'll have to enable Apple Music on your new device to sync the music back to your new iPhone.

Apple Music files are not included in an iCloud backup.

You'll have to sync your iPhone, using the Finder, if you are running macOS Catalina or higher:

Unfortunately the songs I require are on my iPhone so the sync otion doesn't work, I need to get my files from my iPhone onto my mac, then I can sync with my new phone to get all my files onto it, is this possible?
