after removing passcode on ipad, how does new user enter their info

The iPad is not a multi-user device. It is designed for one user. Just removing the passcode does not set the device to allow for being signed in by a new user. The old user has to remove all of their information and wipe the device before it can be used. Then you can activate the device with your Apple ID.
