Blocked mail filtering is not working

Mail will show that an individual sender is on my Blocked list, and I have checked that in Preferences I have "Enable blocked mail filtering" checked, and "Move it to the Trash" selected; but it isn't moving anything.


Also, where does the Mail program fall in choosing a device and topic? I've checked under EVERY device and topic option, and Mail isn't an option.
