My Bose Soundbar is connected to my 2021 AppleTV remote. I can adjust Soundbar volume from AppleTV remote but need to use Bose remote to turn Soundbar on and off. I'd like to use only my AppleTV remote.

That is only supported if Bose’s CEC implementation is willing to ‘listen’ to what the Apple TV box is doing for sleep/wake. I.e. it depends on the Bose itself. It also has to be HDMI-connected. It won’t work over optical connections.
