The answer is "kinda sorta."

If both your iPhone and Mac are logged in with the same Apple ID, then Wallet information is one piece of information that can be synced when you set up a new device. However, for security reasons, Apple will require you to verify the security code(s) for all the credit cards in your Wallet before adding them to a new device. And it isn't a true sync - meaning that if I remove a card from my Wallet on my iPhone, that same card IS NOT removed on my other devices.
