iPhone 12 and 13 support updates over 5G.
Go to Settings->Cellular->Cellular Data Options->Data Mode->Allow More Data on 5G, and make sure its checked.
If you don’t have an iPhone 12 or 13, then you cannot update over cellular data.

You can't......unless your provider has 5G service and your phone is capable of 5G.
If you don't have a Mac or PC connected to the Internet to update the phone that way, take the phone down to the nearby coffee place and log onto the WiFi there. Chances are, you have a friend with a WiFi router as well.
We don't know what model of phone that you have.
You would need to have an iPhone 12 or 13......AND.....your provider would need to delivering a 5G signal. This would likely be a more expensive service than your normal LTE or 4 G service.
Finally, if you really did have a 5G connection, the phone would likely have updated already.
