My sister gave me her old ipod to use as a camera and I can't figure out how to download and install the user guide. I can find it but no way to download it that I can see. I have an ipod touch 15.5

It's not a cell phone, that is what an iPod Touch looks like. If yours does not look like that, then you don't have an iPod Touch. The link should open directly in the Books App on the iPod Touch in question. Or in the Books App on a Mac, iPad or iPhone, from there you can tap on "Get" to download it.

The Apple Books App is an app for iPhone, iPad, Apple Watch and Mac. Where are you trying to access it exactly? It won't work on a Windows computer.
The online version at iPod touch User Guide - Apple Support cannot be downloaded, only consulted from there.

I didn't understand that I couldn't download it to my computer and save it in Documents but I copied parts I need, like how to erase photos and saved them. Can't figure out how to set the time yet, it says to go to Settings>General but when I go to Settings, there is no General to click on. I am not connected to a mobile service, as I am using this only for a camera, as my old camera died and I can't find one that doesn't cost a fortune (in my world) right now. Maybe not being connected to the internet has something to do with why I can't set the time but I don't REALLY need the time on my camera anyway.
