Can I remove various apps from some iPads and not others if they are all on my Apple ID?

App can be removed from various devices, without having an affect on other devices. Photos however, if you sync Photos with iCloud (Settings > Your Name, Apple ID, iCloud, etc. > iCloud > Photos) when removed on one device, they are removed on all devices, which have the same Apple ID and iCloud Photo sync is turned on.
