My account got permanently disabled because of purchases I didn’t make that I refunded

I’ve contacted apple and they fixed it for a day and then it got disabled again. That has happened 3 times and not my account is permanently disabled so is there any way to get in un disabled?

You are sign in here .  .  .  with your Apple ID & Password.

Your Apple ID is the personal account you use with all Apple products and services. It includes the email address and password you use to sign in, as well as the contact, payment, and security details that you use with Apple.

You can’t merge multiple Apple ID accounts.
