My account is disabled

You would need to contact Apple Support from the related article on the top of the page that you viewed. The account being disabled is usually a billing issue and only contacting them at that link will resolve the issue. It may be related to the erroneous charges that you disputed and if apple believes your payment method had been compromised, you may need to update it. In most cases when a charge a disputed with your bank, they will cancel your card and issue a new one and this can be expected with Apple also if there is fraudulent behavior from your payment method. Contact Apple at the link to get the issue resolved.
